I first made a Matte Painting in Photoshop, which I could then add more elements to and animate them as needed.
I 3D projected the stairs on the foreground to give the scene a sense of depth. The rest of the scene I chose to just keep in After Effects and animate them as 3D Cards, this way I could keep flexibility and that was good enough for me.
